I just have a small question below:-

Does "it's all that counts" means "it is important or valuable"?

Hi! Not totally. It sounds more like "it's the only important thing".

I don't know the context, (it's normally heard as "That's all that counts").

I hear you had a difficult trip - but you made it, that's all that counts.

"That is the only important thing, nothing else matters."

Think Anxious Speak to the hand When time in a bottle is spent time with you for it's a pleasant surprise that counts. (song artist gets credit Time In a bottle is song & this song artist gets credit)
it's all is grammar in the wrong form and doesn't have any value to put these two opposites for example for we know for a matter of fact that it's left all up to you is all that it's all left up to you is all that I can say to you.Dancing Dancing Whistle Whistle
