What is clear is that Anderson has been - and still is - a Test great. You can't take that many wickets and not be, and in numbers terms at least he is the best to have ever played the game.

Ignore the wickets. This is a verb, so you are looking for another verb to be joined by 'and'.

You can't take that many wickets and not be, and in numbers terms at least he is the best to have ever played the game.

After can't you have an infinitive
You can't take and not be

edit
compare
You can't go out in the rain and not get wet
If you go out in the rain, you will get wet.





If the structure of the rest of the sentence is confusing you, that is another issue.
Look at what that comma is doing there - it is introducing a segment that is apart from the main sentence.

When does the main sentence come back?


You can't take that many wickets and not be the best to have ever played the game.



If you take that many wickets you must be the best to have ever played the game.

So the bit in the middle is extra information - it is using 'and' to introduce a second idea.

If you just look at the numbers of wickets he has taken, he is the best.
He might not be considered the best if you look at who he was playing against, or in what pressure situations.

But you don't want to have to repeat everything - you can just say it once


You can't take that many wickets and not be the best to have ever played the game.
and
in numbers terms at least he is the best to have ever played the game.


Put that together

You can't take that many wickets and not be, and in numbers terms at least he is the best to have ever played the game.

I personally would put a comma there, but the grammarians can argue over that one.

I understand it slightly differently - not that it does change the meaning thar alluded to.
For me 'You can't take that many wickets and not be ..' picks up the previous 'a Test great'.
Otherwise the grammar wouldn't make any sense to me.

I totally take back all those times I didn't want to nap when I was younger. (Anon)

I think "ability" comes the closest. It is his ability to pick that many wickets that makes him a great player.
