Is the colon optional? Options

How all this happened with Keppel's boards of directors saying that they had no idea of what was happening can only point to one thing: incompetence.

Keppel Corporation's core values include:“Integrity: Act with ethics and honesty” and “Accountability: Responsible to all stakeholders”.

How can Keppel act responsibly and with accountability when it doesn't even know that a massive bribery scandal was taking place within its ranks for over a decade?

Is the colon after "include" optional?

I think it's better with no colon. I would punctuate the sentence as:

"Keppel Corporation's core values include Integrity: Acting with ethics and honesty, and Accountability: Responsibility to all stakeholders.”

I would suggest different punctuation.

I would structure the sentence or paragraph such that there were only one colon and a list of parallel phrases or clauses separated by semicolons, along with proper "m-dashes" which are designed for that purpose.

“Integrity — Act with ethics and honesty”;
    Accountability — Responsible to all stakeholders”.


I would also strongly suggest that the word "Responsible" be replaced by "Responsibility", both for stylistic integrity as well as intelligibility.
