This would reverse the decline of resale

Should there be a comma before "given"?

Yes. "Given the ongoing en bloc fever" is parenthetical, so you need commas both before "given" and after "fever".

I would say !"yes" - the comma is needed.
The phrase "given the ongoing en bloc fever" is a parenthetic phrase.
It is an important 'bit of added data' - but it is still a parenthesis.

His expectations match that of PropNex Realty CEO Ismail Gafoor’s who said that HDB resale prices could climb by 1 per cent this year.

Also, there are other errors.

"Expectations" is a plural noun - therefore, the pronoun "that" should be plural.
The "apostrophe-s" is not needed, and is redundant.

His expectations match those of PropNex Realty CEO, Ismail Gafoor, who said that, given the ongoing en bloc fever, HDB resale prices could climb by 1 per cent this year.

Personally, I would replace one pair of commas with parentheses, just to make it easier to read.
