If we sprawl in a chair, settee,or on the grass, we spread ourselves out and take up a lot of space.

So a district which sprawls takes up lots of space: it is spread out very far over a vast area of land. Unlike a district in Hong Kong or some other densely populated place, which might not cover a very large area, but is very compact due to high-rise apartment buildings.

The previous poster is correct, but sprawling also implies some type of huge space that is disorganized. See the definition here.
