tax on Ministers' time Options

What is the meaning of tax on Minister's time in the following sentence:

We try to decide which Persian Gulf Sheikhs should be invited to the United Kingdom during the summer.............We think the number of guests chosen is within our capacity to deal with properly....These visits are a considerable tax on Ministers' time, and the business of escorting and entertaining the guests tries the resources of Arabian Department, the Central Office of Information and Government Hospitality very hard..

It means that they take up a lot of the ministers' limited time, and this is a burden.
