What? Certainly doesn't mean that to me. Talk, not pause. About inconsequential stuff, yes - not relevant, not answering the question or addressing the issue. But waffling effectively is a skill - it doesn't imply pausing or lack of confidence!

waffle - chatter, jabber, gabble, rattle on, blather - waver, hesitate, falter, dither, euphemize, hedge, shuffle
rattle on - to talk incessantly and tiresomely - yack, utter
Use - We barely fail to keep our eyes open over the lecture while Dr. Drone kept waffling to and fro, about the same theme throughout almost three hours tiresomely. - They expected a much better presentation than this waffled shape and boring lecture about real states that he gave to them.
