producer or manufacturer Options

Is a company that buys sunflower seeds, roasts them and sells in small packets "producer" or "manufacturer"?

Producer and manufacturer can be synonymous, but in this case, I would lean more toward producer. The reason is that, to my mind, a producer adds value to something already formed. They take a finished product and improve it for resale. In this case, the cleaning, roasting, salting, and packaging of seeds.

A manufacturer could be said to do the same thing, but instead of improving a finished product, a manufacturer uses resources, or raw materials, to create a product. An example here might be steel made into parts, or chemicals made into plastic pieces.
