You can do the scooping.

A boy wants to get some ice cream, so his mom hands out the ice cream container, saying the sentence above. Is "the scooping" correctly used?

It is correct, but it can also be rephrased more efficiently a few ways:

1) You can scoop what you want
2) Scoop what you want
3) Scoop your own.

Reason is "scoop" already implies the material will be taken "out" or removed by this action. See the definition here.

What Gabriel says is correct - you could say it in different ways, depending on the circumstances.

1) & 2)mean that you can take as much as you want to.
3) means you can serve yourself, but not anyone elses.

But the simple "You can do the scooping" means, for example:

a)Someone's serving out ice-cream for everyone which needs to be served. So they suggest you scoop up the ice-cream & put it in the bowls (while they take the bowls to the table.)

b)You'd like some ice-cream from the freezer so someone gets it out and puts it in front of you: you can help yourself.
