She knew exactly how to handle it: open the door and then open her robe. Right there in the Saturday-morning daylight, where anybody passing might see her. She’d make sure it was Frankie first, of course—she had no intention of flashing fat old Mr. Wicker if he’d rung the bell with a package or a registered mail—but it was at least half an hour too early for the mail.


Question: She’d make sure it was Frankie first == She’d make sure Frankie was the first to pass by and see her naked body OR AT FIRST, she’d make sure it was Frankie?

I think"She'd make sure Frankie was the first to pass by and see her naked body" is right.

I disagree. You can tell it was making sure it was him before opening the door, because it is followed by:

That gives the reason.

So, there were two possible men at the door.
Frankie
Or
The postman (it was unlikely to be him, because it was too early for him to arrive)

But she couldn't be sure. She would check first, before opening the door and her robe. She didn't want to flash the wrong person!

Also, there was nobody else to 'follow'. It was only one person in each case. Either Frankie or the postman. There was not a queue of men waiting to come in. Silenced

She wasn't random?y flashing the street. Just being sexy for Frankie. If she opened her robe when Frankie was standing at her door, he would block the view from the street. But the excitement included knowing that people passing might see.
